			<content:encoded><![CDATA[<p>We have seen sunny numbers in housing lately, but there are still fears that give us pause before we jump in the real estate market: Should we buy a home now or should we wait to buy a home? The unemployment situation is gradually improving and that is good news for potential homeowners. Now, if foreclosures would clear up, we might take a sigh of relief and buy real estate; some people are.</p>
<p>Home resales dropped in February 2012, but were still higher than in February 2011. New construction slipped a bit this month, but permit filings were still higher than anytime over the past 3 ½ years.  In mid-March, the Commerce Department published a report that gives us a picture of why real estate signals are mixed and why it is still confusing; the report showed clearly mixed marks.</p>
<p>Experts tell us that one of the biggest glitches in a recovering housing market is the inventory of homes that banks own. That area is still throwing off pricing and causing taking the &#8220;real estate plunge&#8221; insecurity. Foreclosures are the elephant in the room, but at least government agencies and lenders are working on new programs to try to resolve or at least help that situation.</p>
<p>After the glut of bank-owned homes diminishes, it may open the way towards a solid housing market including prices that steady out and show some consistency. For now, foreclosures are  priced so much lower, that they are more attractive to buyers than paying full prices that new homes might have. Real estate experts are telling us that it should be a little less than 6 months before things settle down nationwide instead of regionally.</p>
<p>Home sales in February 2012 were up in the West and Northeast, but down in the South and Midwest. New home sales were 7% of the homes sold, due to the extensive and inexpensive inventory of foreclosed and bank-owned homes that people are favoring. The Commerce Department report counsels that home prices rose 8% to an average price of $233,700; we can expect a stabilization of prices as soon as bank-owned property inventory is emptied.</p>
